Is it a quota or not?

Everyone knows the economy is not what it used to be.   There are signs of it all over, foreclosed homes, the unemployment rate and the overall sense of opportunity.   Cities and states throughout the country are facing large budget deficits. There is a recession and coincidentally, more and more drivers are getting speeding tickets.

The question is, are cities, counties and states writing more speeding tickets because of their budget shortfalls?   No administrator at any level would admit up front there is and in fact, the amount of money generated by speeding tickets probably does not account for much of the deficit, but it cannot hurt?

The video below outlines the issue from the perspective of Oklahoma City officials and also discusses what I think is the real culprit, federal grant money that was provided to fund overtime for police departments – which I know increased not only the number of officers on the roads, but the amount of time they were on the roads.
