What does a double yellow line mean?

I really wonder how many drivers really know… you see it everyday, someone is in the left lane trying to make a left across traffic and doing so across a double yellow line.   This is against the law and is dangerous.   If there is not a turn lane and there are two yellow lines, you should not be making a turn.
